- Yes, you can pre-load. http://xlsform.org/#pre-loading-csv-data is a good place to start. We are working on moving this into the docs.
- There is no background GPS yet. You can track progress at Auto-gps implementation on ODK Collect.
- Yes you can use the range widget for likert scales. https://docs.opendatakit.org/form-question-types/#range-widgets

- https://github.com/opendatakit/collect/releases has all the releases.
- There are lots of customized ODK servers. It's best to ask the person who built it.
