I am having a similar issue.
Only way I got round it was to share with gmail user then share that doc within my googleapps domain..

And 2 open issues:
(a) I am also aware of a duplicate-insertions issue (though I expect this is more likely to be an issue for instances hosted on AppEngine). If you encounter this on a Fusion Tables publisher, you can mitigate it by disabling fast publishing on the Site Admin / Preferences tab. This will significantly slow publishing. If you have this problem, let me know; there is a parameter value I would like to tune to see if it can eliminate the problem.
(b) I think I've seen a failure with Google Spreadsheets that I have not yet identified; it seems to be timing-dependent issue as it sometimes happens, sometimes does not.
I will be focused on some work for ODK Survey / ODK Tables this coming week, then will be off on vacation Thursday through the following Friday, returning June 3rd.
If the Survey / Tables work goes quickly, these issues are next up on my priority list.
If publishing does not work, the work-around is to use ODK Briefcase to download the data set to your computer, Export as CSV, then import those into Google Spreadsheet or Fusion Tables. I know -- Highly manual and very tedious and annoying.

This has been happening for a little while, in the previous version of aggregate this work perfectly but since I installed v.1.3 I've been unable to link to google spreadsheets.
Any ideas? The instance is hosted on google app engine.
