I have for the last two days attempted to delete a form from my aggregate
deployment on google appspot, but i am unable to do so. after a couple of
hours it just comes back, data and all. Is there a way to reset the
aggregate deployment and start afresh with the same url? or better just
manually delete the form and all 4000 submissions in it? I would appreciate
any help or advice on this.

Why do you need to re-use the exact same form_id ?
Can you use a new form_id for your new form?
This would allow the normal (slow) deletion process to occur in the
background while you use the new form_id for new data collection efforts.
