Aggregate.html throws error "The page isn't redirecting properly"

I'm installing ODK Aggregate (version 1.4.9) for the first time. Initially the application loads the index.html page which redirects to Aggregate.html. I understand Aggreate.html is produced by a servlet. But it seems to just redirect back to itself. I can't get anything other than this redirect error.

I'm installing on tomcat 6 on linux.

Any ideas?

Hi Tracy,

Look at your Tomcat logs. Any insights there?

Sometimes there are redirects if you did not specify a proper globally
accessible IP address. You should also try a different browser to see
if that helps.

I don't see anything useful in the tomcat logs. The IP address should be fine. I can access other pages, but not the aggregate.html page. It just seems to want to redirect back to itself.

The installer asks for the hostname and port that an external, off-box,
browser will use to access your ODK Aggregate server.

If that server is behind a load balancer or proxy, you need to specify the
hostname and port of that load balancer or proxy; NOT the port on which
your Tomcat server runs.

Because of cookie and SSL certificate support, we redirect to whatever
hostname and port you specified in the configuration. There is a
