Because with app engine settings anyone is able to download form,But the
same is not possible for virtual machine.

Which password and username should I set in in General Settings? I am using

You have to make your VM publicly accessible on the Internet with a
static IP or fully-qualified domain name. Doing this requires a fair
amount of technical skill and we instead recommend you install ODK
Aggregate on App Engine.

Though if I go to http://myipaddress//formList in a browser it does

The VM doesn't have SSL. Use http and not https.

If you are using the VM, make sure your device is on the same network
as the VM. Also, make sure you are using HTTP and not HTTPS in the
URL.
