For the time being, I encourage you to let enumerators know to look for the location icon in the status bar. I have filed https://github.com/opendatakit/collect/issues/3427 that will hopefully be addressed soon.

Collecting the GPS coordinates like meta information would be a great feature to ODK.*

I think being a user and heading a risk team , I am fully convinced with @Alexander_Torrado.

The enumerator may deliberately turned it off to avoid tracking his location further we came across many instances where the enumerator were using fake location application in Android and we're punching data from home so my suggestion is to look in to mock location feature as well .
