Build with numeric data names

Using build it is possible to create items which have data names which are
numeric. This form can be exported to xml and downloaded without error.
However when loading this xml to aggregate it will fail with a less than
obvious tomcat error. The form validator tool also indicates the form is
invalid.

Are numeric data names valid for exporting to appspot.com? - if not this
seems to be an issue with build.

This is a non-compliance issue with Build.

The XML specification clearly states that XML tags (which are what the
field names become) cannot start with digits.
