Central: containers not starting after boot, do start manually with "docker compose up"

If you are upgrading from a very old version of Docker, you might have a systemd or init script that is launching some containers at boot in a weird sequence.

@yanokwa I have not upgraded from an old version of docker. I moved Central from a server (ubuntu 22.04) that was set up about a year ago to a new server (Ubuntu 22.04). I used the method you described here
