Completed Forms Are Sent But Do Not Appear in Database

This is my first message here. I have a client (non-profit housing group) who uses ODK and they have sent about 70 records, with about 2 pictures in each record, from their smartphones to the Database. Yet, the records are not showing up in the database. I am trying to find out the problem and this is what I have learned:

  1. The client has their own GMAIL address that has a Fusion Table in Drive that gets the records and data for each individual checklist completed and uploaded to Aggregate.

  2. The client uploads records in groups of 5. And the app states the records have been loaded "successfully". The client uploaded 34 records today.

  3. My Google Console Developers Dashboard states there are no fees or charges (more than 300 records have been uploaded on one account and 105 on the other) for the two accounts this client is using. However there are errors associated with the Requests.

  4. The records are still on the drives of the phone but not in the app UI tab of "Send Finalized Forms". For each record their is a ZIP file, that includes a JPG and an XML file.

It turns out the organization entered a URL to an instance with no billing enabled and the quota was reached, but after "Send Final Form" was hit, the transmission was successful. Therefore, is there a Q of files waiting to be uploaded into the Fusion Table. I enabled the billing and have not seen records uploaded yet. The ODK Aggregate was the version available in June 2014 in the Google Play store.

If there is no Q, what is the next best option to prevent loss of data. There are still files stored on the phones.

As you will have noticed, there is a watchdog that awakes periodically to
ensure that the most recent submissions are published to the external
services (Google Spreadsheet, Google Fusion Tables, etc.).

So if the app reaches its Daily Quota, nothing is lost and everything
resumes as-is.

To minimize quota usage, you should close all browser windows to the ODK
Aggregate website. Open browser windows refresh periodically, and, over a
day, can easily consume all of the daily quota.
