Converting google apps to modules

During completion of installation of the ODK Aggregate on google application, finally gives warning that the application is running on backends and need to convert it into modules. As I am not a developer I cannot understand the instruction given in https://developers.google.com/appengine/docs/java/modules/converting#Java_Converting_backends_to_Modules
It asks to create a top level ear directory. I cannot understand how to get the place where I have to create the ear directory and other files.
Seeking suggestion.............

That warning is OK. As long as the install completes and reports success,
you should be fine.

This is just one of the many code-cleanup tasks we eventually need to
attend to; it unfortunately requires a restructuring of our directory
layout, which would impact our Eclipse and Maven build environments, and we
have been reluctant to tackle that since we see no need for the additional
flexibility offered by the 'module' architecture.
