Hello,
Is it possible to have ODK customized to data entry and gathering with
specific parameters?
Lets say I would want to have a ODK version for entering and sharing crime
data and statistics and reports and have it displayed and selectable on a
map?
I know nothing about writing software, is it possible for some on to do it
for me?

You get to define your own forms, with whatever questions you want to ask.
And you configure your own server (other groups and businesses offer
hosting services and greater user training and operational support).
As for modifying the software, first understand what it currently provides.
Modifying software is generally very expensive - companies will often
charge $100/hour - $400/hour for that work.
