Fail of upload of aggregate with windows installer

Hello,

I have previously used ODK for data collection with Aggregate running in an appengine.

I am trying to upload Aggregate with the windows installer without success.

I have updated Java and added "https://my_project_id.appspot.com" to the Exception list.(from Aggregate instructions step 8)

I opened my google cloud platform condole and created a new project.
Then downloaded and ran the Windows Aggregate installer.
I receive this in the installer window

listBackends : Release: 1.9.38

I am asked for the username and instance name and get a google Odk aggregrate upload success code in a popup window, but there is no place to paste it in the google app engine.

I have downloaded and ran the SDK file.

The google cloud platform dashboard does not change to indicate the Aggregate upload occurred.

Can you please suggest some thing I can try, or point out possible miss-steps?
