Is GIF image support in the ODK?

Unlikely.
This depends upon device support, so it will vary from device to device,
and potentially across Android operating system versions. I have never
tried using gif files, so I don't know whether they are ever accepted or
not.
If you are using unexpected file formats, the attachments should flow
through the system OK, but when downloading the files from ODK Aggregate,
it may not show a thumbnail view or automatically open whatever program may
be appropriate to view them.
