Seems code.google.com has now stopped allowing updates to projects and is
encouraging people to move to other repositories like github / bitbucket.
Has/Will ODK transition to Github?

Yes, it will move to github.
The site still allows check-ins, but not new-project creation.
We won't move until later this summer.
