I have a workflow for field data collection where users will fill-in the partial form and then at later stage they will finalize the form. Field monitoring officers should be able to see the form which they have filled in partially. My problem is when they send the form on the server, it is deleted locally form their mobile and they can no more edit the form.
can you please guide me if i am missing some options.
Note : i have tried the option dont delete after send but it is not working.

Do you have more than one visit for your data collection? If that is the
case you might want to try ODK 2.0 tools or use data preloading for the
subsequent visits.
