How to convert the CSV to UTF8 from briefcase command line

Hello,

I want to convert the csv exported files through briefcase command line to
UTF8 to show the Arabic letter. I use the following command, is there any
other parameter I need to pass to make this happen. This is the command
line I use:

java -jar "C:\Briefcase.jar" --form_id test_v1.0 --storage_directory
"D:\ODK" --aggregate_url https://test.appspot.com/ --odk_username odkadmin
--odk_password newP0o9I8u7 --pem_file D:\key.pem --export_directory
D:\Export\PHC\ --export_filename PHC.csv --overwrite_csv_export
--exclude_media_export

You'll need to figure out where the Unicode issue is happening. Build
three data sets -- one with simple text (hello), then common unicode
(héllô), then Arabic letters. Now try the following.

Export from the UI and from the command line interface. Does either
data set work?

What happens if you try a different application to open the CSV
(Excel, Notepad++, Libreoffice)? Does either data set work?

Note that importing CSV files requires special steps in Excel

The data should be fine on the device and in Briefcase and the csv output
file.

The problem is in how you load the csv into Excel.

You cannot just double-click it to open it.
