Is there anyone among you who can guide me to install ODK Central?
Will it be free as it was the case in the deployment of odk aggregate in google app engine?

Central is free to install yourself (see https://docs.getodk.org/central-setup/). You'll find answers to most installation issues here in the forum, or if you run into a new issue that hasn't been discussed and solved yet, feel free to post here in the Support category with detailed error logs.
If you want to "go faster" you can get a paid hosted instance (see forum footer). Best of both worlds!
