I want to open
https://mobiledatacollection.datanirvana.org:8443/ODKAggregate on my
desktop and it does not open but it it opens on my laptop. Can anybody
please help me?

It'd be helpful to understand the OS and browser differences in the
two computers. Are they also on the same network?
