IMPORTANT: if you are using encrypted forms, DO NOT upgrade to Android 4.3

Android 4.3 is fine for non-encrypted forms. This only affects encrypted
forms.

ODK Collect 1.2.x and 1.3.x do not properly encrypt data under Android 4.3.

If you do upgrade to 4.3 and are using encrypted forms, the decryption
process in ODK Briefcase will fail.

We will be releasing ODK Collect 1.4 as soon as we confirm that our fix is
successful.

Just a quick note -- the recently released ODK Collect 1.4 will fix this
issue; if it cannot safely encrypt the data, it will leave it unencrypted.

Whenever you add new devices into your fleet or when the Android OS
updates, please confirm that your forms continue to be encrypted. This can
be tested by filling in and submitting a form to ODK Aggregate or
attempting to decrypt and export a submission via ODK Briefcase. If either
step fails, the device may be marking the form as finalized but not
encrypting it.
