Is internet access necessary to get GPS coordinates with ODK?

We are deploying a survey in very rural areas of Sierra Leone in a few
weeks and need to acquire GPS coordinates at the end of each survey.

Do the phones need to have SIM cards or connect to the internet in any way?

GPS works by reading freely available clock signals generated by satellites. You should be able to fetch a GPS lock no matter where you are, though you won't be able to render a map of the area of course. The one thing you might run into is that without the cell network it takes significantly longer to get a lock, since your phone won't have AGPS to work with.

Internet access is not necessary to get GPS. All you need to get GPS
is a clear view of the sky.

Note that in urban areas, you can often get a faster lock if you have
WiFi and cell connection turned on.
