Is there an Aggregate Api available which could be used as a listener to
post requests from ODK briefcase which works outside ODK Aggregate server.

I'm sorry, I don't understand your question.
If you are looking for the API that Briefcase uses for accessing Aggregate,
I'm starting a wiki for that here:

During that interaction, Briefcase is in charge of contacting Aggregate and
pulling or pushing all data.
