ODK Aggregate Installation Error 400 Bad Request

Dear developers,

I am stuck in the installation process of ODK Aggregate a.4.13 on Windows 10, at the step 16 on https://opendatakit.org/use/aggregate/ .
I have tried closing all my gmail accounts, going to a private browser page, it doesn't work. I still get the following log:

This warning:

WARNING: unable to change file permissions for everybody:
C:\Users\Admin.appcfg_oauth2_tokens_java

would indicate that there is a user access issue.

Open a file browser and delete that file.

Next, navigate to gmail.com, sign out of your Google accounts, close all
browser windows, and then re-launch the uploader.

Then re-run the uploader.

The e-mail account you enter into the uploader tool should be the Google
account that owns your IDPorganicICSsurvey Google Cloud Platform
application.

Then click Get Token (no other options should be available to you). This
should open a browser where you should be forced to log in (using the same
Google account as you entered into the uploader tool) before it shows the
authorize-access screen.

Once you authorize access, then choose Upload ODK Aggregate.

Dear Mitch,

The file C:\Users\Admin.appcfg_oauth2_tokens_java is nowhere, until I
start again the uploader tool and click on the Get Token button. Then this
file is created. But as I continue with the code and get the exact same
Error messages on the uploader, I click on Delete Token, and the file
disappears. I tried several times. I also tried deleting the file in the
process, but then it restarts the code acquisition session. All along, I
did sign out from my Google Account, and had to sign in again each time to
get the code.

Just to give you some more details about my situation: I am a Windows
Administrator for this computer. And I tried changing internet connections
and the problem remains.
I previously upgraded the Java 8.0 SDK to the 1.9.50, I don't know if this
could create any issue...
For information, I tried opening the
URL http://idporganicicssurvey.appspot.com/ but I get the 404 Not found
message... Again I am not a specialist, so I don't know if this normal or
not.

So I am still stuck...

First, double-check that the Google Cloud Platform project id (application
id) is "IDPorganicICSsurvey"

Perhaps you accidentally misspelled it when creating it or when running the
installer.

I would also use the same capitalization as Google Cloud Platform uses when
entering the application id into the installer. E.g., if Google Cloud
Platform uses idporganicicssurvey, then use that when running the
installer. And then run the updater. Does that fix anything?

I have not played around with capitalization and don't know if a mismatch
in capitalization might be an issue during the upload process.

If that does not work, the next thing to try is uninstalling Java 9 and
installing Java 8 JDK.

I know Java 8 JDK works. We have not tested with Java 9.

It is entirely possible that there is a compatibility issue with Google's
Cloud SDK software (which we rely upon), as it still relies upon Java 7 for
the AppEngine standard environment.

I meant for you to delete the token file only once, before you ran the
upload tool, not while it is running. This is exactly the behavior I would
expect if you deleted it during that interaction. Since this did not
resolve anything, I suspect the warning message is not significant.

Please let me know if/how you get this to work, so I can clarify what not
to do.

Dear Mitch.

I uninstalled the uploader then re-installed it, this time using only small
letters (i.e idporganicicssurvey), like in the Google Cloud Platform
Project ID. And it just worked straight away! So it seems capitalization
was the issue.
