ODK Central And Offline WebForm

Greeting Everyone,

Do the public access links in ODK Central have the same functionality as the webforms in Kobo Toolbox? I know that both use Enketo, however the Enketo forms in my ODK Central setup do not work offline or save the user's progress. Does ODK Central have the offline functionally for webforms? If yes how to activate it?
