The default format for a download in Central is with XML value and headers. Your screenshot is from KoBo? The options to export with labels are not available in Central.
The documentation has more details for Central on accessing submissions, downloading submissions as CSVs, Connecting to submission data over OData.

are there any news on this, please? Is this feature - e.g. often asked for in the forum and available in KoboToolbox since longtime - in the ODK roadmap?
