ODK Collect request for manifest has no auth header

I am working on implementing external itemsets for ELMO (a custom
aggregator/form designer). For some reason, Collect is not sending
an Authorization header with the request for the itemset file. It is
sending one for the form list, form, and manifest file, but not for the
itemset CSV file. Any thoughts on why this is happening? I looked through
the Collect code but can't find an obvious cause.
