I have not seen this error, but others have.
From past reports, as far as I can tell, it seems to be caused by some
anti-malware / anti-virus application that is preventing the file from
being loaded.
Verify that your antivirus is OK with running the installer file.
Verify that your antivirus will allow programs placed within the TEMP
directory to be loaded.
The installer explodes its contents into the TEMP directory and then
executes a few files, like QualifiedHostname, to help populate screens in
the install wizard.
Something is interfering with that.
And, the ultimate fallback -- try a different computer.
