Deleting takes time because it is deleting all rows from the table.
One of the drawbacks of Google Bigtable is that there is no "drop table"
functionality. For data security reasons, the server makes a best-effort
attempt to delete all the records from the system.
If you need to upload a new form, give it a new form_id.
