Is it an AppEngine instance, or running on Tomcat?
Can you access Aggregate from the browser on your phone/device?
Does the problem go away if you use this ODK Collect:

Also be sure that there is no space or carriage return after the URL you
enter.

There are various random errors being reported around connecting to and
uploading or downloading from the server.
Please continue to report odd failures (i.e., things stop working, though
you haven't changes the username/password settings).
Connection timed out, in this context, is not unusual.
Under some circumstances, it might need up to 10 seconds to reflect changes
to the security settings. I doubt that was what you were experiencing.
