You can use admin mode (added in Collect 1.2.2 by Nafundi) to remove
the ability to edit saved and finalized forms. Combine this with the
ability to default all saved forms to finalized and you should be good
to go. See http://opendatakit.org/2012/11/admin-mode-arrives-in-odk-collect-1-2-2/

Is it possible to lock a survey that has been saved and finalized? By locking out a user, I simply mean to prevent a data collector from going back into a completed survey to make any edits.
