Somehow, the Java on your computer is not installed properly, either
through a bad PATH setting, bad JAVA_HOME setting, or a bad set of files in
the C:\Windows\System32 directory.
If you are a developer, you can try the fix described in the above link to
repair your Java installation. Until it is repaired, it may not be
possible to get your local Tomcat server to execute reliably (I do not have
experience with this), and it is unlikely you can use this computer to
upload to AppEngine.
Otherwise, try running the installer from a different computer. The
installer does not alter your computer in any way. It simply produces a
directory of files and optionally launches a script to upload to AppEngine.

That error message could mean anything and without more details, it is
hard to help. Start by looking through the Tomcat logs to see if the
error messages provide any details.
Given how many problems you are having, perhaps you can try ODK
Aggregate on Google App Engine or the ODK Aggregate VM
(http://gum.co/odk-aggregate-vm) and see if either of those work for
you?

tomcat,
after execution, tomcat display :
