My first guess of the matter could be that you have exceeded the maximum free quota of the aggregate app engine. Please verify that you are within the limit, otherwise, subscribe.

Select the application for which you would like to purchase resources
Click Billing Settings from the left menu.
Click Enable Billing and follow the steps in Setting a Daily Budget, below.

We tried to pay but it wants to link with a premier app engine account.
It's not like a commercial website and won't accept a credit card. Our
organization has a paid account with Google to backup corporate emails. We
tried to link to this account too but I'm not sure that email backup
service is the same thing as a premier app engine account though.
Our data are still stuck on the ODK servers, please advice.
