SCOPE OF WORK
Survey Automation – Paid Internship
Background
To support the collection of quantitative social performance and customer
data, FINCA International intends to utilize computer assisted personal
interview (CAPI) software and devices in several pilot countries to
automate the collection of client level survey data. Furthermore, FINCA
intends to combine GPS information with customer survey data to facilitate
more sophisticated graphical analysis and mapping of client and market
information for a range of social performance, management and operational
applications.
To support this initiative, FINCA is seeking a qualified Masters or PhD
candidate (the Consultant) to build a client survey instrument utilizing
the Open Data Kit (ODK) platform, test and validate form functionality
during data collection and finally ensure that data aggregation functions
properly.. Recent graduates or consultants willing to accept the terms of
the assignment are also welcome to apply. The Consultant will prepare and
deliver training materials for headquarters and field staff in the build,
collect and aggregate functionalities and document all processes. In
addition the Consultant will be responsible to map and document the
process used to build the forms and the interfaces so that training can
subsequently be provided to field staff so they may utilize ODK in future
survey application.
Activities
The Consultant will be responsible for the following activities:
Review the survey data requirements documentation for any logical errors
or challenges to implement the survey using the ODK platform and provide
recommendations to resolve any identified challenges.
Map the survey data elements and survey flows to identify and document any
required question skips or subform tables for future users of the forms.
Ensure consistency with the existing customer data warehouse (CDW) so that
data collected may be appended to the existing data warehouse.
Build the survey and ensure that there is sufficient supporting
documentation and annotation so that the survey can be modified in future
to reflect any changes in the underlying survey instrument, questions or
answer sets.
Ensure that the survey form will accommodate translations of questions and
answer sets utilizing Cyrillic or Arabic scripts.
Test data collection using the survey instruments and actual survey
devices.
Test data aggregation functionality using remote servers and connections
from the countries where the surveys will be implemented.
Prepare training materials for survey managers and end users so they will
be able to properly utilize the devices.
Train staff to use the devices and software including provision of
practical sessions and dummy data sets to practice data cleaning,
aggregation and cleaning.
Provide limited technical support through the pilot phase so that any
challenges are addressed and lessons learned are documented.
Deliverables:
Identification of any changes needed in the data requirements to ensure
that the survey logic is valid and programming will be possible.
Process map of the survey instrument indicating question flows, question
skips and any subforms or tables needed within the survey.
Survey program files and end user installation guidance documentation,
specifically related to the build, collect and aggregate functions.
Guidance documentation for translating and utilizing alternative languages
including partially translated survey form.
Training materials and their delivery
Limited pilot phase support to address any software issues.
Terms of Engagement
The initial activities and all deliverables are to be carried over a
period of 2 months, from approximately 15 April through 15 June with pilot
phase support as needed through August 15.
Services and deliverables can be provided remotely although on-site
training and support in Washington, DC will be required during the last
