Whats the question limit permitted per survey?
there is no limit, the more questions the more form loading might take especially on older devices but that's it.
Cost/fee?
it's free.
Coding/Language?
the best way is using excel for example or google sheets

How often can you update the survey questions?
You can update as much as you need but only small changes are available if you still want to use the same form. If you need bigger changes like adding/removing a question it would require creating a new form.
How many users can have access?
no limits.
