Hi Chien-Li,
I'm not aware of a way to do this that is exposed at the user level.
However, if you know how to create Android apps, there is a way to make an
app that launches Collect with a specified form using the intent system. If
that's something you would like to pursue I suggest posting further
questions on the opendatakit-developers mailing list:

You can actually create a shortcut to automatically launch collect
with a form started so users don't have to select the form.
First, make sure that the form appears in ODK's list when you press
'start new form'.
For Android 2.x phones.
Then:
press the phone's home button to get to your desktop/home screen ->
press-and-hold on any blank space until a menu appears -> shortcut ->
ODK Form -> [whatever form you want]
For Android 4.x phones
Then:
Touch the App/Widgets panel button (circle with 6 boxes in it ... not
sure it's precise name)
press the widgets sub tab
Find the "ODK Form" Widget
Touch and Hold "ODK Form" Widget will appear on desktop
Afterwards a menu pops up allowing you to select whatever form you
want to have the shortcut launch.
