what would be another way to find the value? or what is the best app for
android phone to get the lat&long offline?

I don't understand the question.
If a geolocation is not able to be provided through the normal mechanism,
you would need to write an app that ODK Collect could launch that does
whatever is necessary to return those values.

to make sure your GPS is functioning properly. If GPS Status doesn't
