I like the way you are thinking, @Joseph_E_Flack_IV! Sharing the burden of generating HTML from XLSForms with @martijnr would likely make both of your programming lives easier 
The codebook source is at https://github.com/nafundi/odk-codebook/. It's woefully out-of-date, but maybe there are some good ideas there that you can pull from.
