This can happen if you are using an older (pre-1.4.5) ODK Aggregate and use
the "Mark As Complete" button on the Forms Management / Submissions Admin
subtab.
The partial solution is to remove these submissions from the set of
submissions for that form so that the rest of the export can complete
successfully. The directory structure of the "ODK Briefcase Storage" is
fairly straightforward:
forms/formId/instances/cleanedinstanceid/...
The cleanedinstanceid is the instance id with all colons and slashes
removed.
i.e., uuid00babe94-2e5e-4785-b2eb-521a6b1ffbc7
If you move that directory out from within the "ODK Briefcase Storage"
directory, you should be able to export the remaining submissions.
