Hi?
Is there a way to restrict access to a form in the server or ODK Collect
using a password?
Scenario 1: When user goes to "get blank form" and connects to server, user
will be asked for password when they try to download a form. Different
forms can have individual password
Therefore different users can acess different forms on the same server
depending on their clearance levels.
Scenario 2: When user goes to "fill blank form" and chooses a form, user
is asked for a password before form is accessible.

Not in the core tools. Other systems derived from ODK may provide this
functionality.

Another way to do this is to create several ODK Aggregate instances on your server and group the related forms in one instance. Then create users in each instance so when you use the tablets configure them according to which instance they must access ,that way you avoid people who do not need access to specific forms getting it
