Just circling back on this. The issue was a regression in behavior that has now been fixed in the upstream code (https://github.com/getodk/central/pull/1586). This should be a permanent fix without requiring the “nuclear option.”
Thanks to everyone for sharing their setups and issues; they helped me track down what was going on much more quickly!
