I am making a skip so that when Q120 is 1 then Q121 should not have zeros.

You have removed too much from your form definition, and never stated what
your problem was.
I don't know what the values of Q120 are. If it is not a select one or
select multiple, you can just do ${Q120} = 1 (if it is an integer or
decimal number). If it is a string field, you would need to do ${Q120} =
'1'.
