The steps I do on Windows to set up my development environment are:
(1) Create an empty directory.
(2) use command-line git:
git clone https://github.com/opendatakit/google-play-services.git
git clone https://github.com/opendatakit/collect.git
git clone https://github.com/opendatakit/gradle-config.git
(3) These will automatically set these projects to the tip of master.
Now change gradle-config to be at the version required by collect/settings.gradle (e.g., 40)
cd gradle-config
git checkout 40
(4) Open Android Studio v2.1.2 (June 2016)
New /Import Project... collect/build.gradle
.... and it builds without error.

When building a signed APK, you need to set some environment variables to specify how to access the keystore:
ext.signStoreFilePath = System.getenv("KEYSTORE")
ext.signStorePass = System.getenv("KEYSTORE_PASSWORD")
ext.signKeyAlias = System.getenv("KEY_ALIAS")
ext.signKeyPass = System.getenv("KEY_PASSWORD")
ext.shouldSign = System.getenv("KEYSTORE") != null
By default these would not be set.

It uses the git to get the SHA1 hash of the head branch for some reason. But as the repos was just pulled there were no branches and it fired the error. So I initialized the git and made initial commits for every repos and it worked."
