Submitting completed data to ODK Aggregate via web interface

Is it possible to upload data via the web interface of ODK Aggregate in such
a way that the submission will be marked as complete and include a "Date
marked as complete"? Or is there a way to add these fields after they've
been submitted? I'm working on my External Service Connection and noticed
that the "submissions" array in
org.opendatakit.aggregate.task.UploadSubmissionsWorkerImpl is always empty
due to the filters in
org.opendatakit.aggregate.query.submission.QueryByDate.

The isComplete flag is false if you upload submissions that have
audio/image/video captures but you didn't upload all those captures.

Have you updated to RC1? There was a bug in Beta 4 that had the completion
flag set to false.

RC2 will allow you to mark a form as complete should you upload it without
one or more of its captures. In this case, the submitted data is adjusted to
remove all references to the missing capture.

I'll be merging the uiExperiment branch into the v1_0 branch today in
preparation for RC2 release, so be sure to use labels when pulling code.
