1. What is the issue? Please be detailed.
In face-to-face interviewing a respondent sometimes stops part-way through. When that happens I still need to submit whatever was answered up to that point, because partial and deficient interviews have to be delivered to the client alongside completed ones.
The tension is this. During a normal interview I want questions to be required = yes, so enumerators cannot swipe past them and leave gaps. But required = yes prevents finalizing when the remaining questions are unanswered, so a break-off cannot be submitted. If instead I make everything optional, I lose the guarantee that questions were actually asked in normal interviews, which is a real data-quality risk across a large field team.
Is there a supported pattern in ODK for submitting a genuinely partial record while keeping enforcement during normal interviews? And is there any concept of an "incomplete" submission on the server side, as opposed to a draft that stays on the device?
