Time prompt changes it's value automatically while editing the form

Hey there,

I am facing this problem with the time prompt which i've bound sth. like

I collect the time and save the form. After saving, when i edit the form
the time changes to 15 minutes backward. Say I selected 1:30 PM, after
editing the form, the time automatically changes to 1:15 PM. I've tried it
in the latest version of collect as well but it behaves in the same way.

How can I make the time constant and change only when it's inputted by the
user?

Sounds like a bug. Please file at
https://github.com/opendatakit/opendatakit/issues. Include the versions of
Android and Collect you are using and a sample form if possible.

One easy workaround is to use 2 integer questions -- one for hour, one for
minutes.

Also, what timezone is your device configured with?

There have been reports of problems with time zones affecting times, but
those have been +/- 1 hour offsets. This is the first time I've heard of
15-minute offsets.

I've tried it using "Network provided time zone" and "GMT+5:45, Nepal
Time", Android OS JellyBean (4.2.2) in device Samsung Galaxy Tab3 neo and
Android OS (4.1.2) Samsung Duos GTS6312. Both devices shows the same nature
of time being 15 mins less to what was recorded during the saved input.
I've attached the form as well. As YAW suggested, I've handled it with two
hours and mins input text for now.

There seems to be a problem with reading and respecting the timezone
offsets when editing a saved form.
