I have large data on my ODK server, max_connection on MYSQL is 1000,
and maxThreads="500" on my tomcat sever.xml, Getting error
"BasicClientConnectionManager Error,"Connection still allocated" error. Not
able to get form from server and as well as unable to submit the form on
the server.

This probably requires a power cycling of your Android device.
Alternatively, you might be able to go to your device's Settings / Apps
page, select ODK Collect, and choose "Force Close", and OK through the dire
warnings; then re-launch ODK Collect.
This particular warning refers to a bad state on the device, and not
anything wrong with your server. Basically, at some point in the past, a
request to your server (e.g., to fetch a form), failed with a timeout or
other communication error, and ODK Collect, although we try to clean this
up, is somehow attempting to reuse the communications channel from that
earlier, failed, attempt.
