On the right hand side of Submissions -> Filter submissions, you can
click Display Metadata. That will show you meta-submission-date
which is the date of submission.

And there are actually 2 dates that may be of interest:
meta-submission-date -- the date the submission was initially presented
to the server
meta-date-marked-as-complete -- the date the submission was determined to
be complete and placed in the Submissions tab (becoming eligible for
publishing)
These are typically the same, but if you have a submission with media
attachments, if those fail to upload or require multiple transmissions to
transfer to the server, they will be different. In the cases where they are
different the submission would have appeared in the Form Management /
Submission Admin tab until it became complete.
W.r.t. publishing, we publish data in the order of the marked-as-complete
date.
