Using XLSForm / ODK for inspecting a list of existing assets rather than surveying new assets

(I am new to the XLSForm / ODK world, so I hope this is the correct forum
to ask this question. If not, please point me in the right direction)

I am trying to set up a form to inspect a couple of hundred water main
fittings, like valves and hydrants. They're all known in our corporate GIS,
but they need to be inspected on a regular basis. In other words, I have a
fixed list of fittings, and our field staff will need to visit each of them
and validate the existing parameters (like size and location) as well as do
a quality assessment (is it working, is it rusted, is it flooded, etc.).

Most of the XLSForm / ODK examples I have come across, seem to be for an
unlimited list of items and you cannot go back to a surveyed item once you
have submitted it.

At the moment, we're working with an Excel UserForm, written in VBA, but
I'm looking into going on-line with this.

So my questions are:

  • Can I use XLSForm / ODK to work with a pre-defined list of items to be
    surveyed, with the option of adding a couple (for example, when we find an
    uncharted hydrant)
  • Can I use XLSForm / ODK to move forwards and backwards through this list
    (as we won't be inspecting the fittings in exactly the same order as the
    list)
