I'm thinking about using ODK for sexual behaviour interviews in
Tanzania. If I use voice, is there an option for recording someone
local asking the questions?

Absolutely. ODK has an audio recording widget that works quite well and
uses the audio recorder that comes with your Android.

i'm assuming you are talking about using "odk collect", our android
tool, not "odk voice", our ivr tool.
let's say you have a prompt, "what is your name". in odk collect,
instead of using just the text of that prompt, you can record an audio
snippet (even in multiple languages) of someone saying "what is your
name". odk collect can show you both the text of the question and a
play button to play that audio prompt.
now. the response to that question, can be typed into the phone, but
you can also record another audio snippet of the respondent answering
the question.
