.xml form with french characters acting weirrd on aggregate (can export as .csv but not download with briefcase)

Sorry the non-descriptive subject line.
I inherited a form (Tchad_Marché16
http://192.168.168.170/ODKAggregateRBD/www/formXml?readable=true&formId=Marché16) and
some instances on aggregate. I can export the data as .csv, but I want
instead to download everything with briefcase, so I can use the SurveyCTO
tool to change mulitple_selects into dummy(1/0_ variables.
The problem seems to be that the formid has a french character in it and
so I get an error when trying to access with briefcase:
Even when I tried to click on the form to download the blank .xml file
I get an error.

Etat HTTP 404 - Unable to find form with matching Form Id as submission

How can I download the .xml file and instances with briefcase with this
problem? Any wisdom/advice will be returned with thanks and respect.

Hi Bill,

This one is tricky. My initial guess is that the backing database was
not set up with great UTF-8 support? Or maybe it's the accents in the
URL that is causing a problem?

I'd probably dump the database, copy it onto another server, and then
sanitize all the form IDs

Also try using the latest ODK Briefcase and specify a new, empty, ODK
Briefcase Storage Location when pulling data from the server. This ensures
that it is not a problem with any existing form definitions and data in the
existing ODK Briefcase Storage Location.

If that does not work, could you send me ( mitchellsundt@gmail.com ) a copy
of the form definition? I am curious why it is failing and would like to
experiment with it. But no promises on being able to offer any timely
fix/suggestion.

The other thing to check is that you have the database configured properly,
as Yaw suggests.
