ODK Collect v1.10+ supports range questions for integers and decimals and with a variety of appearances. The latest versions of XLSForm online and offline now support it as well (ODK XLSForm Online v1.0 and ODK XLSForm Offline v1.5).
For XLSForm examples, search for "range" in the All Widgets form. Supported appearances are vertical, no-ticks and picker.
